Chapter 12.04. ROAD DESIGN AND CONSTRUCTION |
§ 12.04.040. Submittals.
A.
Application. All applications for approval of proposed road construction plans shall be submitted henceforth as specified by the town subdivision regulations, site plan review and approval procedure and this chapter.
B.
Number of Copies. Three copies of the construction drawings, technical specifications and engineering report shall be submitted with the application.

Construction Drawings, Technical Specifications and Engineering Report.

As applicable, final construction drawing sheets shall be included in the following order: title sheet; location map; index; typical sections; summary of quantities; legend, list of abbreviations, general notes; overall plan and profile of the road system; plans for traffic maintenance and construction schedule; table and plan of highway maintenance jurisdiction; miscellaneous tables and details; roadside development sheet; special plans; plan and profile; sign text data, structure details, location sheets; traffic signal details and location sheets; lighting details and location sheets; utility plans; large culvert details; retaining wall details and bridge plans. The inclusion of specific items is dependent on work scope and magnitude. Also, drawing sheets may be consolidated.

Material and construction method technical specifications shall be referenced to the current New York State Department of Transportation. Standard Specifications, Construction and Materials, with all revisions and addenda thereto. References shall be by item number and item description. Modifications or clarifications to the Standard Specifications must be so noted and elaborated on by written text. Technical specifications may be published independent of the construction drawings or contained thereon.

The engineering report shall be a thorough presentation of the projects design with detailed data, calculations, explanative narration, references, support documentation, and bibliography. Design elements and features to be addressed shall include, but not be limited to: hydrologic and hydraulic calculations; topography; archaeologic survey; soils investigation; design speed based on terrain and average daily traffic or design hour volume; sight distances; grades; alignment; superelevation; width of traveled way, shoulder and roadways; intersection design; number of lanes; structures; vertical clearance; right-of-way width; foreslopes and guiderail; horizontal clearance to obstructions; curbs; railroad and road grade crossings; traffic control devices to include signalization, signage and pavement markings; restoration; storm drainage systems; soil erosion, water and air pollution abatement; utilities; easements; maintenance; construction phasing and scheduling; construction cost estimates, and environmental impact.
D.
Endorsement of State and County Agencies. Endorsement and approval by the New York State Department of Transportation and Chemung County department of public works shall be secured by the applicant before official submission of the application when the proposed road intersects road rights-of-way within their respective jurisdictions.
E.
Applicant to Attend Planning Board Meeting. The applicant, or his or her duly authorized representative, shall attend the meeting of the planning board to discuss the application.
F.
Certification. Final construction drawings, technical specifications and engineering report must be prepared, check stamped and signed by a licensed professional engineer with a current, and valid state of New York registration.
