Chapter 12.04. ROAD DESIGN AND CONSTRUCTION |
§ 12.04.020. Definitions.
For the purpose of this chapter, certain words and terms used in this chapter are defined as follows:
Applicant is any developer or subdivider.
Developer is a subdivider or his or her agent, who shall lay out, propose, contract or perform the development of subdivided land, either immediate or future.
Easements are written authorization by a property owner for use by another party, and for a specified purpose, of any designated part of his or her property.
Road is any street, boulevard, avenue, lane, parkway, alley or other way which is an existing state, county or town road or a proposed road shown on the town general plan or a road shown on a plot to be filed or duly filed and recorded in the office of the county clerk. roads include all land between rights-of-way, whether improved or unimproved. For coordination with the American Association of State Highway and Transportation Officials (AASHTO) functional system names, roads shall be classified as principal and minor arterials, major and minor collectors, and local.
Following the AASHTO name, the road designations currently utilized in the town standards referenced in Section 12.04.010 will be given to aid the applicant's engineering consultant when researching the specified design standards listed in subsection 12.04.050(A)(3).
The names for each classification shall be considered synonymous. road classifications are:

Principal and minor arterials: principal and minor routes expected to provide for relatively high travel speeds and minimum interference to through movement and used primarily as a route for traffic between cities, larger communities and/or other heavy traffic generating areas. Design standards are not included within this chapter for this classification.
2.
Major and minor collector road (town primary street): a road which collects traffic from local roads and carries it to arterials, but does not carry heavy volumes of fast or through traffic.
3.
Local road (town secondary and local streets): a road which is used to provide access to abutting land, primarily of residential nature, and roads or portions of a road with only one vehicular traffic outlet and a turn-around at the opposite end.
shall is mandatory and not directory. Words in the present tense include the future.
Subdivider is any person, corporation, firm, partnership, association or their agent, who shall lay out or propose any subdivision of land for the purpose of the sale or development, either immediate or future.
Town Engineer is a licensed professional engineer or firm designated by the board of councilpersons and/or planning board to make the determinations required to be made by an engineer under this chapter.
Wherever used in this chapter words in the singular include the plural and words in the plural include the singular. (Res. 142-89 § 2000)
